It can't "eat into" the victim, but it is loaded with germs and all sorts of ugly stuff that can cause a nasty infection. You need to get rid of that portion. I used to use something to smother the tick. It would start to back out just to get some oxygen. However, you are beyond that stage now. Better call the vet for advice. I hope you have tweezers and aren't using your fingers! Pat
