Howdy: Seems from looking at the description for both of these that it is a better value to purchase the California disk instead of the San Francisco disk. San Francisco is included on the California disk. San Francisco's disk has some 59,000+ entries and the State some 300,000+ entries. Either disk costs $29.95. Didn't MCGS submit the 1890 Great Register data for this project as well? The description for the California disk only mentions the efforts of the CSGA volunteers. Was this a different project than I recall? UP-DATE SB1614 - 21 AUGUST 2002 It would seem every time I sit down to write you an update on SB1614, something else changes. In my Alert/Report sent out on Monday, the bill had been scheduled to be heard in the Assembly Appropriations on Wednesday. That meeting has been moved to Thursday. The final amendments are up on the Internet and I just received a copy of the Appropriations Committee analyses. We are not listed as opposed, but neither are the California Bankers and several other heavy-duty opponents. I just talked to the young man who did the analyses, and he said he was faced with a deadline and draft the analyses before any of us had the opportunity to get our formal letters of opposition to the Committee. Therefore, I hope all who wrote letters of opposition sent the out to the entire list of Committee members as I did. They tell me that the bill will go to suspense, it still could go to the floor of the Assembly for a vote by Monday, if it passes the Committee tomorrow. The Hearing begins at 9 a.m. Thursday. Only brief statements of support or opposition will be heard. I have already changed a Board Meeting [a non-genealogical organization] from Wednesday to Thursday so I could attend the Hearing. I can not possibly ask these people to change it again. I will not be able to get to the hearing before noon, if then. At this point, we can only hope that our letters/fax/Email/calls have made an impact. We still maintain support for our opposition from the Republican Caucus. I can only hope that our Democratic representative are listening to us, too. I will let you know what happens next, just as soon as I can. MCGS General Meeting Wednesday, August 28, 2002 at 7:30 p.m. Lutheran Church 1100 Las Gallinas San Rafael Marin County Genealogical Society will present Cal Boyd, who spoke to MCGS last fall in his capacity as clan genealogist for the Boyd Clan. Mr. Boyd has a new hat. He is now a Family History Consultant for Everton's Publishers. Everton's, you may recall, used to present day-long seminars. MCGS sponsored several. They are no longer using this venue to help genealogists and introduce their products. They are using a more individual approach -- the Family History Consultant. Cal will introduce us to the new, updated Everton's and give us some idea of how it compares with the other big guys in Genealogy: Heritage Quest, Genealogy.com, and Ancestry. As clan genealogist Cal receives many ineffectual queries. He will discuss with us the elements of good and bad queries, and we will each produce a productive query. He will explain a few of Everton's flagship products, and give us tips and tricks to keep confusion down and consistency up in our genealogical pursuits. Where we stand right now is, SB1614's required waiver has not been granted, but it could at any time. Then SB1614 will move quickly through the process. It could be heard as early as Wednesday 14 August in Assembly Appropriations. The following ALERT has been shared by our 'partners in opposition.' While we have established Republican support, they are the minority. It is imperative that we convince our Democratic representatives to support our stand. SECOND: Be sure to sign the Californians Say No to SB1614 Petition. It will only take a few seconds. http://www.petitiononline.con/intrpid/petition.html The opposition's suggested amendments to the bill have been reject outright by the Governor. The bill was to be heard on the time waiver yesterday, August 1, 2002, before the Assembly Rules Committee. That was postponed until Monday. Then is will have to go to the Floor for a vote on the waiver before it goes to the Judiciary Committee on Tuesday, August 6, 2002. This can be done. So, it is still possible that the Judiciary Committee hearing on the bill will take place at their regular session at 8:30 a.m. Tuesday. Opposition groups representatives, including myself and Wendy Elliott for CSGA will be attending hearing in spite of the fact that the FGS Conference begins the next day in Ontario. The Adoptee groups have set-up a Rally at the Capital at 7:30 a.m. on the North Steps, 10th & 'L' Street, before the hearing. Remember that your letters, faxes, Emails and phone calls have made an impact, but we need more. We need to contact our own representatives. The night before I recieved a message that the hearing in the Assembly Judiciary Committee scheduled August 6, 2002 had been moved back to Monday, July 1, 2002. The Committee would meet at the close of the Assembly Session. In spite of the very short notice, CSGA President Sheila Benedict, Past President Wendy Elliott, F.G.S and FHL representatives as well as representatives of MyFamily.com arrived in Sacramento over the weekend and met with various Legislators, staffers and legislative councils throughout the weekend and on Monday. To everyone's surprise, on Monday morning the Speaker of the House canceled all committee meetings. Presently, SB1614 is scheduled to be heard in the Committee once again on August 6, 2002. But with the Budget still pending, and legislators here in the Capital, it is possible that the Committee could meet between now and when the Budget passes. So, we need to be prepared. CSGA and its membership must consider that our 'genealogy community' is made up various types of researchers, from the commercial business to the hobbyist. No one set of needs is universal to us all. Therefore, what some factions believe is necessary, may not be in the best interest of all concerned. While representatives were 'working the halls of the Capitol' some suggestions and offers of compromise were discussed. At this point, it is a non issue until or when new language is offered in the bill. I will not bore you with the 'he said, she said, he said she said' details. WHAT WE NEED TO DO IS KEEP OUR EYE ON OUR GOAL TO KILL SB1614 and preserve our birth and death indexes, make sure they remain public information, and encourage right-thinking legislation that could and will help curtail identity theft. Because of the uncertain timing of the next hearing on SB1614, we must continue our efforts to let our legislators know of our opposition. WHAT WE CAN DO? If you have not contacted Senator Speier, Governor Davis and the members of the Assembly Judiciary Committee, please do so right away. Contact information is listed below. While we have established Republican support, it is imperative that we convince our Democratic representatives to support our stand. There is always the possibility that the author can find alternative financing and the bill could be redrafted so that it no longer will require a two-thirds vote and be passed with a mere majority. This is quite possible in the Democratic dominated Assembly. NOTE: As I reported on June 28, 2002, Senator Speier did pull the civil penalty clauses out of the bill last week, and the amendments appear on the Senate Web Site now. The following language has been removed: Section 1--(d) (1) An individual, corporation, or other business entity that purchased a comprehensive index prepared by the State Registrar pursuant to subdivision (a) from the State Registrar prior to December 31, 2001, may not use, or sell, share, or disclose any of the information contained therein to a third party.-- (2) Any person who, in violation of this section uses, sells, shares, or discloses any information provided pursuant to this section, or who uses information provided pursuant to this section in a manner other than as authorized pursuant to this section, may be denied further access to any personally identifying information or confidential information maintained by the department. That person shall also be subject to the assessment of a civil penalty by the department in the amount of ____ ($____). The penalty provided in this section shall not be construed as restricting any remedy, criminal, provisional, or otherwise, provided by law for the benefit of the department or any person. Remember that your letters, faxes, Emails and phone calls have made an impact, but we need more. We need to contact our own representatives. Once the Budget is passed and they go back to their home base, we need to contact them on their own turf. Be sure that your representative knows you are a constituent. Constituents mean votes. Area society Board Officers should make it a point to let their area legislators in both houses know of you membership opposition. Regionsl Directors can, speaking for their Regions, should write area legislators. Three to four members making a call upon their elected official would make an impression. Editorial items to the news media in your area also makes an impact. It was through our gigantic efforts and an understanding member of the Assembly, that the Genealogy community saved our vital records from closure in the mid-1990's! WE CAN DO IT AGAIN! Enough about the Bad Bill. Lets talk about the Good Bill, SB247 by Senator Speier. This bill is similar to a bill we sponsored in the mid-1990's to safeguard birth records. SB247 originally included only the birth certificates, now the death certificates are included. Certificates throughout the state will become uniform and be printed on security paper. Copies will be issued to authorized persons, including registrant, parent, legal guardian, child, grandparent, grandchild, sibling, spouse or domestic partner of the registrant only after registrants comply with identification requirements. Other than official requests, other copies issued will contain the statement in perforated type, 'Informational, not a valid Document to Establish Identity.' There is a $2 increase in the cost of certificates to finance this action. The bill also requires the establishment of a vital records advisory committee to study and make recommendations to protect individual privacy, inhibit identity theft and prevent fraud involving birth and death certificates, but preserve access to these records for those with legitimate purposes. Genealogists will be represented on the committee. Now, here is a bill that researchers can support, allowing Dept of Health Services the tools they need to protect from identity theft and facilitate future contingencies. THIS IS A GOOD BILL. Sheesh - is there nowhere private in this county <grin> Yes, we were in the parade with the Sierra West Bernese Mountain Dog group - Carl and another lady led "Einstein" and "Brio" pulling Covered Wagon carts and I was trying to keep up with "Serey" a 6 mos. old pup - while a lady whose name I do not know mostly carried our brand new 8 week old puppy; "Echo of Tamalpais"... Little Echo stole the show several times hopping down and "leading" the cart dogs with a lambykins gait (ohmygawd, what have we gotten ourselves into again).... We did this as a favor to the breeder who had stomach surgery on Monday and needed extra hands with the dogs.... Tonight, we are paying the price - my hip and knee are screaming and Carl's neck is so extremely sore he cannot turn his head....
