Hello Robert, Further to Nivard's posting, I take it that this is the Percy E. Williams, listed on the Upton-by-Chester War Memorial, from World War II? This is not a maritime topic, but a Percy Evan Williams, T. /Lt. and Acting Captain, was listed in the London Gazette Supplement dated 2 December 1918 for conspicuous gallantry (see supplement p.14269). He served with the 16th Battalion Royal Welsh Fusiliers, but could find no mention of a death, nor that it was a posthumous award. There was also a Percy Evan Williams who was married in Khartoum Cathedral, Sudan, in January 1938, but there's no mention of a Military Cross. What all this might have to do with Upton-by-Chester is anyone's guess.
