It says only Helen Belligan, WF aged 1. No one else by that name is listed, or in the census before, 1920. If you write to Wendy Freund at the NY Foundling Hospital at NYFH Records Office, address of 590-6th Ave, NY 10011and tell her who you are, including 2 pieces of identification, and ask for Helen's records, they will give you what they can.
