The book E. W. refers to is on most Library shelves where I live. It was compiled from tax lists that were known to exist at the time. It might be available on-line at Google Books, Ancestry or Heritage Quest. I compared the "1787 Book" listing of names in Fayette Co VA, with the actual microfilmed original lists of that county, and found the book did not contain all names on the tax lists. I believe this was because researchers extracted names from only one of the tax commissioners' lists, thinking there was only one list. I believe this happened for Lincoln Co, also, which was to include all in many counties originally in Lincoln. It is very true that some of the tax lists for parts of various counties have been lost forever - in Fayette as well as Madison (Lincoln). Even a researcher with the KY Historical Society extracted a tax list for publication long ago, thinking it was complete, when it was only one of three for that county I know is now available on microfilm. These old researchers did the best they could with the resources they had at the time. I remember being limited to what transcribers had published in genealogy books, before I began doing my own research from scratch! Since I haven't read all the tax lists of Virginia counties existing in 1787, this book may be a better source for VA counties other than those out in the wilderness.
