    3. Searching for information on Jackson R. Parsons, son of Mary A. Parsons Payne. He was born ca. 1866 in Lee Co, VA. He is in the 1870 and 1880 Lee Co. censuses with Mother and siblings, listed as Jackson R. Payne. In 1900, he is listed in the Harlan Co. census as Riley J. Parsons, married to Nancy A. with children and Mom in the household. In 1910, he is in Madison Co, KY with wife, children and Mom. Searching for Jackson's Dad and any other pertinent info. (Mary Payne was widowed before 1860 and it does not appear that she remarried.) ED CRESS: Do you have anything on Jackson R. or Riley J. ...either Payne or Parsons in your records? This is nearly like my William Robert Parsons (originally Payne) that you have tried to help me with. They are at least half brothers, maybe same father too. Appreciate any help anyone can provide.     2. If you still have trouble getting your Madison County Marriage Records, this is what I would suggest. I know that Kentucky Department of Library and Archives will do requests for a small fee and you might check the Crabbe Library at Eastern KY, Richmond. I have always had good experiences with both places. You will get a copy of the original that has been microfilmed. I am on a soapbox here but KY does not or will not make room in their courthouses budgets to pay anyone to do genealogical research. We all have to volunteer on the kindness of volunteers and if one gets sick or quits..............it just does not get done! I have a friend who does this at the Bourbon County Courthouse and she really gets overwhelmed with requests. Last summer I volunteered at the John Fox, JR Library in Bourbon and the requests kept me busy all summer! Kellie

    3. The Kentucky Legislature is getting ready to drastically limit access to Kentucky vital records including BIRTHS, DEATHS, MARRIAGES, and DIVORCE. (MILITARY RECORDS are also being limited but I do not know which bill is involved.) You can find the entire bill at: http://www.lrc.state.ky.us/record/04rs/HB100/SCS1.doc Death certificates will still be public record after 50 years but more recent death certificates will only be available to: 1. the decedent's widow or widower, 2. child eighteen (18) years of age or older 3. parent 4. grandparent 5. sibling eighteen (18) years of age or older 6. funeral director handling the decedent's funeral arrangements 7. personal representative of the decedent's estate 8. a named beneficiary of an insurance policy of the decedent 9. a person with a claim against the decedent's estate This means that genealogists can no longer order great-uncle Jasper's death certificate to see his parents' names. Birth records will be have limited access while the person is living but will still be public record after 100 years. Divorce and marriage records will be closed for 70 years. We are very late in the process. We have not been able to find much on John CLOYD as we did find him listed in the 1850 Parke Co IN census and he moved to Champaign Co IL afterwards.   John's first wife, Susanna BOATMAN was born 1806 Jessamine Co Kentucky died 1828 Parke Co Indiana. John's second wife, Jane (Kelcin) KELSON was born in Lincoln Co KY. John's third wife, Mary Ann (widow of Thomas Wright) BOATMAN was born Bet. 1808 - 1810 Jessamine Co Kentucky died September 09, 1871 Champaign Co Illinois married August 22, 1841 Parke Co Indiana. I sent a check for $10 with a description of what I was looking for and I didn't receive a reply. After several months I called and was directed to a David Green. He told me that he sent the money back with a letter telling me how much the it would cost to get the record. I told him I never received his letter or check. The check has not been cashed. He told me would email me the information. I sent him an email to make sure he had the correct email address. I never received a reply from him. I am not sure whether Mr. Green is a county employee or a private researcher. I was told that he is or had been an officer in the local historical society. Hope you have better luck. My grandparents(below) were married May,1904, in Waco, Ky: Robert Elkin Miller, born about 1870 in KY or MO. died in Florida Martha(Mattie) Rupard, born about 1870 very probably in KY died about 1926 in Madison Co. dau.of Laban(b.about 1836) and Elizabeth Rupard(b.about 1840) The couple lived in the County (towns of Union City, McCreary, ?) after their marriage until the 1920's.     2. Since it seems that a 1800 census does not exist for Kentucky, one would have to use a substitute. Here is a suggestion: This info is taken from www.familysearch.org - a Place search for Kentucky. Click down to census--1800. This cataloged book has been filmed. If you are near an LDS family history center, you could borrow this film--for a small fee, for a short time--from the family History Library in Salt Lake City. Otherwise, find the exact title, ISBN etc on the URL cited above and ask your public librarian to help you interlibrary the book. TLC Genealogy of Miami Beach, which seems to be no longer in business, some years compiled and published a book called the 1795 Census of Kentucky. It is helpful in locating males who were in the then-existent counties of Kentucky. You might see if you can interlibrary loan the book--see your public librarian about ILL. Happy hunting.     2. The earliest federal KY census that I have seen is for 1810. There are two books available that are called "The First Census of Kentucky" (1790) and "The Second Census of Kentucky" (1800), but they are really compiled from tax lists or military lists. There is also a book called "The Cornstalk Militia of Kentucky" which is a listing of able-bodied men in 1790 and 1791. Look for these books at any large library. In lieu of census, you should look for early tax lists. While they don't list, or even tally, the number of family members, at least they do list head of household. The ones for Madison County are available at the LDS library. (You can borrow the film at any branch library.) They are also available at the Allen County Library in Fort Wayne, IN.
