"Vital Records of Rhode Island" by James Arnold has "Allen, Israel, of Stephen & Hannah B. - 16d 2m 1823". This is the same date that you found at NEHGS. By the way, I cannot find the information that you quote on the NEHGS Web site. Did you actually go to NEHGS and find it there?
