Any census record for R. Fred O'Neil and wife Mary who lived at Spencer Ave in Chelsea is helpful as I have none. The couple were in their 70's in 1930 and had lived there most of their marriage. He was a police officer or superintendent of something.

I found a listing for a Robert F in Chelsea - I couldn't find an R. Frank, so I started looking for first names that began with R. The ages see right - Robert F was born in Canada and arrived in the US in 1907. I couldn't fnd these people in the 1930.
