To the board poster it means their message will also be seen by the corresponding email list of folks. If you wish to subscribe, there is a link provided when you click on "Links & Announcements." Email listers can get more coverage if they post on the board. The email group, in order to respond to a message board post will need to click on the link provided in the body of the message and post a response. Some times folks just reply to the email list, so, if you are not a member, you will need to check the list archive, also provided as above.
