The address is: http://www.uni-marburg.de/archivschule/deuarch.html It isn't specific to Lutheran archives from what I can tell, but it does have a lot of information. One of the pages linked from there ("Kirchliche Archive") does include links to several Lutheran archives ("Evangelische Kirche"). I hope you find this page useful, and as was pointed out last time I sent an address like this, you can use any of the various translation tools available on the web to translate for you.
