R W was Reuben Winchell Ludington but they have his age incorrect as he was b in 1827 so would be abt 63. The Foster mentioned was probably his son-in-law m to his daughter Angeline. Among others to whom money has been restored is the city of Topeka and R. W. Ludington. The former has received $80 and the latter, $20. The letters bear the Los Angeles, Cal. postmark. Mr. Ludington's money came addressed to Judge Foster, a slip addressed in a feminine hand informing him that it belonged to his father-in-law, who is Mr. Ludington."
