In Calif., if you want a regular certified birth or death certificate, then you must either apply in person and show ID and declare your relationship to the deceased OR you may order by mail, but must get your signature and declaration of relationship notarized. If you are not one of the authorized people that can order a certified copy then you will receive and Informational Only Copy.
