Bonnie, if this child was born in the St Andrew's district in London, that should be registered in the Holborn district. I've searched for all the Ellen registrations between March 1857 and December 1868 and there is nothing that immediately springs to view - although there is an Ellen Rose HUGHES registered in December 1857 Holborn D1857 1b 462.
