Registers of Electors are not currently online. There is a fairly complete run nationally at the British Library. I think the London Metropoltan Archives have some for some of London - check their Catalogue at A2A. "shown living" - no, censuses until 2001 record place where a person actually was on census night. Did he sign the household schedule for his own address? Usual reason for double enumeration is confusion over what was meant by "overnight" on census night. The 2011 form added to the confusion by specifying one day eg."overnight 7th" rather than the more usual and specific "overnight 6th/7th" or "overnight 7th/8th". Special arrangements were made to enumerate people in transit and working overnight. Your grandfather may have filled in the census form in advance, expecting to be at home, and for some reason was at his siblings' home....and they filled inthe form on Monday morning. We shall never now.
