Yes the boarder in 1881 does look like the Elizabeth with William in 1891 1891 Milliner born London City age 30 1881 lace worker born London age 20 In both initial E seems clear. I could not find any likely birth or a 1901 census or any marriage between 1891 and 1901 The 1871 age 9 born Middlesex with mother Margaret seems closer to the above woman. London city is not really Middlesex but then political boundaries are vague ideas. And I note mother is born Ireland - but I suppose could have been married to a relation of William. Probably the birth in 1865 in Lambeth is the girl in Wandsworth in 1871 BUT seems hardly likely to be the 1891/1881 woman. London City is certainly not Lambeth and age is too young. Lambeth was Surrey and then became politically part of London. Similarly London north of Thames was Middlesex and then London. When using census in Ancestry and the click down list then if London is there use that otherwise pick Middlesex or Surrey or the area names Also possible Elizabeth was married into the Benson family.
