Emergency moderation also requires regular checking to see if anyone has posted. It's OK if the admin is around all the time, but not if they work (not all firms will allow their staff to use the company computers for private purposes) or are not around much during the day. From personal experience, it's a lot easier to put everyone, except the admin, individually on mod and gradually release members. For emergency moderation, if I remember correctly you have to put your own address on the accept list then the admin messages will get through...or has that somehow changed?
