    3. Kathy: It is not a spammer. The person who posted is a legitimate subscriber to the List. But they are advertising the sale of their new book on the List. I was looking for guidelines as to if this is appropriate. Margaret (who receives LO by Digest and may have missed any other response to my query)

If it's on-topic for the list, even if it's posted by the author/editor/publisher, the poster gets a little slack. I've had this happen a couple of times, including right now. In both cases, the originator posted a one-time note about the book and its availability, and it generated some minor discussion of the "That's great!" variety. Given that my list is fairly slow, I have no problem with it.
