I have been Admin of "RIGENWEB" for several years now, and when I adopted the list I contacted RW to get an official ruling on what the topic was before I went further. They said it was the Rhode Island list and had nothing to do with GenWeb, but just to make sure I also asked the Rhode Island SC and got the same answer, so despite the name it is the Rhode Island statewide list. There are more of them as well, such as Connecticut (called "GENCONNECTICUT" right across the border, among others. David E. RW owns every one of the lists hosted by RW. Restrictions are not tolerated on non-genweb lists (eg bans against various groups and websites) just because a mailing list is hosted/maintained by a person belonging to a project.
