Yes. AT&T stopped accepting mail from RootsWeb.com around mid August. AT&T includes att.net, sbcglobal.net, swbell.net, and probably some others owned by AT&T that don't come to mind right now. I have complained three times to AT&T but it had no effect. I had to change all of my list subscriptions and list ownerships in order to get list and administrative mail. I am NOT an expert at this sort of issue and do not pretend to be, but in 20+ years as a list admin I have run into this sort of thing more than a couple of times including at least once when my own ISP (Earthlink) took to banning RootsWeb's domain supposedly as "a spammer." I called them (my ISP) as a subscriber and told them RW is not a spammer and complained to them as clearly as I could without (I hope) turning my own ISP against me. However, I think what did the most good was when SOMEONE IN AUTHORITY contacted the ISP each time and was told what the specific issue was "professional to professional" so they could resolve the issue between them. Usually, it took a few days for us to see the end results but they never were able to tell us what "tweaks and settings" had to be changed, so I cannot go into any details on that. Keep in mind that with all of the changes, upgrades and other things going on at RW right now, service providers sometimes react thinking they are blocking spam or the like and what they do does not always mesh well with RW being a legitimate mass mailer. I know I am not explaining this well because I don't entirely understand it myself, but someone in RW Tech Support needs to contact someone at AT&T (if they are the company blocking RW) and work it out "mano y mano" between themselves.
