Forwarded by whom? Can you tell us a little more, please. If you're asking if it's okay for a subscriber to forward a message from a non-subscriber at that non-subscriber's request, that would seem to be up to you as admin. The same goes if a non-subscriber asks you to forward their message to the list. They both sort of defeat the purpose of subscribing to the list, but I can see that in some circumstances it would be okay. If permission from the original poster hasn't been given, like in the case of a subscriber wanting to forward a message the subscriber saw posted on another list, that would not be permitted. Of course, the subscriber could always point others to the post in the archives.
