Why do that. Just reply to the notification message for the held message. You can delete all the headers except the one that shows the reject reason. i.e. the X-Mailman-Rule-Hits: header line. Why do that? Ok. It opened a conversation giving all other admins a chance to talk it over. If the reject don't work. Just don't use it and tell the person held why and move on.
