I got a copy of Joel's birth certificate and confirmed this is indeed the person I am looking for. Exact birthdate is 12/25/1946 and he was born in New Bern. His mothers maiden name was Elizabeth Betty Laws and she was born in Norfolk, VA. I am serching thru the ancestry records for family related to John Laws (I confirmed he died in 1968 in Sacramento and William R Laws -both of which would be Joel's uncles.
