If she fostered children, there's unlikely to be any record as it may have been done unofficially. Try looking for a marriage well after 1930. She may have been living with a man and for some reason couldn't marry earlier. The IGI is an incomplete and increasingly unreliable resource so a lack of a marriage on there means nothing. FreeBMD doesn't go much beyond 1915 as yet. If the marriage isn't in the GRO indexes on findmypast (ancestry has the same ones) then you could try the relevant register office but she may have married away from her normal abode, especially if she already had a family and all the neighbours thought she and her man were already married.
