Cynthia, Remember that Melton Mowbray is the registration district, which covers a far greater area than the town of Melton itself. Without spending time and cost phoning all the Brooks in the area, you perhaps would be better sending for the death certificate, which would show his address at the time of his death, and the name and address of the person who registered the death. Deaths would have to have been registered in the area where they happened, regardless of where the dead person actually lived. By the way, you don't have to use 192.com. All listed phone numbers are available on line free of charge from www.thephonebook.bt.com. Actually, I've just tried that and it only shows 2 numbers, so it might not be that helpful. 1987 is now 20 years ago, and people could well have died or moved. The death cert seems to me to be your best bet.
