What age was considered a minor? The legal age for girls to marry *with parental consent* was 12 and for boys *with parental consent* it was 14. Both girls and boys could marry without parental consent at 21. However, just because the certificate says one or both of them were of "full age" (ie 21 or over), it didn't mean they actually were - only that they said they were. They could have been anything from 16 to 106 :)) Your couple were probably between 18 and 20 but could have been younger.
