There are many passports by the governors of Georgia in the book Passports of Southeastern Pioneers 1770-1823 by Dorothy W. Potter. As far as I'm aware, passports issued by the governor of GA were issued to white people wanting to travel to or through Indian nations within the U.S.. I would not think they'd be identical with passports (which began in 1789) issued either to U.S. citizens traveling abroad or foreign persons entering the U.S. K.
