Yes, you're very correct. My ggggrandfather, William F. Rigby, was sealed to Brigham Young and his wife Zina, as his parents because his biological parents were never married. Later, the family has had him sealed to his biological parents. And often girls who had died without marrying were sealed to living men. A lot of my male ancestors are sealed to women they never met, sisters of their living wife for example, who died years before. This practice makes my new family search tree into a real nightmare.
