Another thing to be considered here is that some can be the parents as well as the Grandparents of an individual. A considerable number of grandparents adopt a Grandchild and have the grandchild sealed to them. After these people are dead Someone looks at it and says they made a mistake. However, what you mention is a legitimate case of two sets of parents, and should not be disputed.
