I suspect that the backlog of sealing children to parents in temple file is a reflection of temple use by patrons. I know that when I go to do sealings for family file, it is not unusual for the temple to have to scramble to find enough people willing to help out. Consider, for example, what is needed to seal a son to his parents: proxies for the parents and the son as well as two brothers to be witnesses. In my experience, the temples do the work as quickly as they have patrons available.
