It seems to me that the temples were advised not to do wholesale over-the-counter family file names but to encourage people to submit them through the system about the time that formal name extraction ended (around 2011). We are all going to need to submit names to provide "temple names" for our brethren who are not so fortunate right now. But about the time the First Presidency letter came out last fall, there was a huge number of cards just surrendered to the temples, particularly male endowments and sealings. Our temple has enough male endowments from that event to last two or three years, so the online names given to the temple have slowed down. Each temple has some unique attendance characteristics and will set some practices accordingly. What works for one may work for others with similar characteristics, but not all others. We need to encourage temple attendance in general as well as with family file names. We also need to remember that we see things from our own needs and perspectives and are not privy to some of the overall trends that those in other callings may have. All the names submitted to the temple will eventually get done.     3. At the Porto Alegre Brazil temple, patrons are allowed to submit only ten names or less at a time. I remember once I had 12 sealings to parents and the clerk would not print them, even when I argued that 12 sealings to parents would get done that same evening in a matter of minutes, much less than 10 baptism-through-endowment cards. He agreed to ask the temple president, though, who agreed with me. So I know that the rule is enforced to submit few names at a time to make sure members can get through them themselves within reasonable time.
