I'm not an authority, but I am an assistant director of our local Family History Center and was invoved in launching the program in our stake. What we're doing is asking ward members to give our Family History Center director a list of names they've submitted for Temple Ordinances. It's voluntary, of course! It's just a way to keep a tally so we'll know when our "sister stake beyond the veil" is populated. We know how many members are in each ward and the total for the stake, so the goal is to encourage each ward to contribute at least one temple submission for each living member of the stake. To the best of my knowledge, it's not new rules or demands from SLC -- just an interesting program to help motivate members to become more involved in family history & temple work. I'm excited and pleased about it being in place and am looking forward to some improvement in member involvement.
