And/or: institute the stipulation that if the work has been cleared for a certain amount of time (a couple years or up to five years perhaps--depending on where they live?), that if it doesn't get done, that the reservation drops off. It's not fair to have nothing progressing at all when there are people willing and eager to do the work for the individuals, especially who may be closer related.
