The word that I got directly from the World Wide Support Missionary Department leaders (I'm a WWS missionary) when I asked about Salt Lake Temple District was that stake by stake were being notified. Those that are getting early access are those stakes and wards who have called consultants and whose consultants have been trained and certified as trained. Other stakes and wards will have to wait for a later access.
