An individual should never be deleted unless they never existed or you added the person in error. Using the example given, merge them if you are ABSOLUTELY sure it is the same person, otherwise, click "Not a Match". This way the person's record is still available for others to view and allow them to make their own decisions. or to prevent a mis-merge. Click, not a match, ensure it can not be merged the normal way by anyone else. To get around that, you have to do the ID merge if it is determined to be same person.
