    3. An individual should never be deleted unless they never existed or you added the person in error. Using the example given, merge them if you are ABSOLUTELY sure it is the same person, otherwise, click "Not a Match". This way the person's record is still available for others to view and allow them to make their own decisions. When searching for duplicates I have come up with possible matches that consist of the given name with an approximate birth date ... that is it ... when I look at them they are not connected to ANYONE.     3. or to prevent a mis-merge. Click, not a match, ensure it can not be merged the normal way by anyone else. To get around that, you have to do the ID merge if it is determined to be same person.
