You can open that and click on "magnifier" and it puts the magnifed image above what you are working on. I did that for the census and I can read them much better. I didn't have Accessiblity in my programs menu but I was able to get it off the Windows 98 disk. After you install it, you go to "Start", "Programs", "Accessories" and open it from there.
