I have both. You CAN download from FTM and Legacy is a pretty awesome program. I have both it & FTM on my PC but use my Mac program mainly. FTM is my second choice but only because I was so used to it (had it since 2.0). If you're open to something new, Legacy is very good. I have to put my two cents worth in. I use FTM 2012. I do choose to upload to Ancestry only because I look at it as though Ancestry is my backup of all data in my family tree. If my computer crashed and I had no backup on a remote device I would lose it. Therefore, Ancestry is my external storage device. You can set Ancestry so that ALL of your tree is "PRIVATE". This is how I have mine set up. No one can see your data or tree unless you give them permission. The other nice thing is that the FTM 2012 program keeps the two databases in sync. If you make a change on FTM then it will be copied to Ancestry. And vice versa, if you make a change on Ancestry you will get the same change on FTM. But, this is a feature that you have control over. If you don't want them to stay synched then just turn the feature off. I personally like to do different things in each one just for ease of how certain processes work. For instance, I like to do my searches through Ancestry just because I find it easier. But, Ancestry does not have all of the features that FTM has such as People Merge and Find Duplicate Persons as well as other things. So, I do these tasks on FTM. Together they give me more flexibility. But, I also own a membership on Ancestry so there are more records available to me than a free membership. Now for LEGACY. I, too, have heard wonderful things about Legacy. There are features with it that is not available on FTM. But, my downfall is that it does not sync up to Ancestry. So, for me there would be more work involved finding the records on Ancestry or FTM and then transfer them to Legacy. But, all of these mentioned have the ability to download and save various GEDCOM files so that you could transfer them back and forth between different software. This may be the option I use so that I can take advantage of features in one that is not in the other. You just have to maintain the two or three and keep them in sync manually.
