    3. Do you mean at Notre Dame in New Orleans? Why were the records there?  Because that's where the Archbishop lives and probably where he files/filed those types of records.  The Archbishops probably moved all their old records there when the place was built.  The Archbishop was/is the person to grant such requests. Maybe the people at the Archdiocese Archives would have a better answer. Dispensations, as well as annulments, and other things require a "fee", just like any thing else might need fees these days.  Think of them as a "filing fee", these days, an expensive fee.
