    3. Barbara, Here is some information on obtaining copies of vital records for Orleans Parish. Birth: Birth records older than 100 years can be obtained from the Louisiana State Archives. See: http://www.sos.louisiana.gov/Home/Archives/ResearchLibrary/VitalRecords/OrleansParishBirths/tabid/641/Default.aspx Birth records less than 100 years old can be obtained from the Louisiana Vital Records Registry. See: http://www.dhh.louisiana.gov/offices/page.asp?id=252&detail=7744 and http://www.dhh.louisiana.gov/offices/page.asp?id=252&detail=7752 which says: "You may obtain a certified copy of a birth certificate if you are the person named on the document, spouse of the person named on the document, parent of the person named on the document, adult child of the person named on the document, sibling of the person named on the document, grandparent of the person named on the document, or an adult grandchild of the person named on the document (unless otherwise authorized by LA R.S. 40:41)."     3. Norm Hi My name is Betty All Sheets from St. Amant, La. I have a question about birth data. Do you think that children born (who later were adopted) could possibly have later birth records. Say a baby born in 1856 may not have been recorded until after adoption took place in say 1858? Is there any records of the children who came from New York on the orphan train to New Orleans? I am researching the All family from New Orleans- Dina Whipple-wife----In all her records you can tell that a definate date she was born is not known. This leads me to believe that is was maybe adopted or raised by someone other that parents. Even in her death records, her age is not defined.     3. I'm not Norm, but I can offer some insight. Declarations of birth were to be made by the child's father or, if impossible, by any other person who may have been present at the birth of the child. Of course, you will find examples where people who could not possibly have been present at the birth are making the declaration. For example, a delayed birth record of someone born in 1790 was made in 1858 by someone who was only 39 years old. So, it's possible there were some exceptions that slipped through the cracks. One of the advantages of the new index on the Secretary of State's website (when it's complete) is that you will be able to search for all births on an exact day without having to input a name. This doesn't help you, as you don't know the exact date of her birth, but it could be of interest to others, which is why I mention it.
