Colleen, I believe it was Ordinance #9411 in July 1894, when the numbers and many street names were changed. People continued to use the old numbers along with the new numbers for some years thereafter, so knowing the EXACT year of the photograph might be difficult. Presumably the earliest date of the photograph was July 1894 and the latest within a year or so after 1894.
