Well, I think they were trying to get me to eat all my dinner.... The idea was that my cleaning my plate of all food ["the war plate"] would somehow help all those overseas.... the soldiers fighting...and all those who might not have enough food. The time frame would have been towards the end of WWII, so 1945.
