Many thanks to Nivard and Jo Ann Nivard had a look at the page for me and definitely thinks it is PP, in the 1851 Census even though she is with family, she has Pauper in the occupation, (sorry Nivard, should have thought to go back and look at that again), so I think at least one of the P is for Pauper and perhaps the enumerator decided to make up his own thing and make it Parish Pauper or Poor Person At least I know I am on the right track for now.
