Now I heard, Jeannette, that as the C of E is the STATE church, if anybody dies, the C of E claims the person as one of its own, unless somebody comes along and says he's a Buddhist, or whatever. This has nothing to do with GRO, of course. I sent away to GRO for a marriage certificate of my great-grandfather from the South of Scotland who married this English woman in England, and there was no problem...got it by regular post within a few weeks and it was not overly expensive, just a few £s, if I recall. Of course if it is so recent as 1997, I can't advise you. I think you would still need to go through GRO if the person died in England (General Registers Office). I have not written to GRO for the great-grandfather's death certificate, however. I should.
