My long-distance carrier in the U.S. has an "international calling plan" that I am on for a small monthly fee. If you subscribe to this plan the current rate to make a call to Scotland is 8 cents per minute, so 15 minutes is $1.20. I don't know what the rates would be without this plan but I imagine they would be much higher. It obviously depends on your server. Shaw Cable charges 4c / minute (without any plan), for a total of 60c. Skype would do it free (again, without any "plan") if it were computer-to-computer, or also about 4c / min to a non-Skype phone (but with a "plan").
