Suggest you extend your research re "Hispanic" Congressmann to include the service of Martin Albert Estopinal from the First District of Louisiana, who died while in office in 1919. He previously served in Parish offices (St. Bernard), in LA legislature (including constitutional convention), as Lt. Gov. of Louisiana, before becoming Congressman. This from a man of humble beginnings as a ggson of humble emigrants from the Canary Islands who arrived in LA in 1779 as destitute wards. (Los Islenos) There is a great story here, which deserves to be noticed. Can provide particulars if you have some interest, but the facts are independently verifiable. Will also provide some data on Fernandez, but submit that the obstacles in his path were not as formidable as those overcome by Estopinal.
