Nancy, Tom/Thomas Jones is a very common name, so there were several in Rapides Parish, all enumerated as "colored". I checked them all and none had the right wife and family, so yours was most likely not in Rapides in 1920. Can you tell a little more about him, to help me narrow the field and check other parishes? Knowing his race, year and place of birth would help a lot.
