Nancy, It is definitely the same Joel Neal who was the brother of Phoebe Carlin. His wife Winnie was a Bell (another of my husband's lines). Her g grandfather Francis Bell Sr. came to Wayne Co with his brother William ca. 1807 from Randolph Co, NC.
