Considerable efforts within the state of Kentucky over federal control, leads to a meeting to discuss and establish their own Confederate controlled government. On November 18th, 1861 determined Confederate Veterans convene in the city of Russellville Kentucky. Their objective will be to counter the federal control over Kentucky. They adopt a seccession ordinance which now results in limited control in Kentucky. They now have repeated the actions taken in Missouri.
