Rick, I may have missed something, but the only Spencer Mullins I find on the 1840 Rockcastle Co., KY census was my 3rd g-grandfather, who was born in 1775, died 1 May 1853, and is shown on the 1840 census as 60 and under 70. (He would have been 65). His son Henry, b. 1822 is shown as a male 15 and under 20. On the female side his daughter Martha, born 1831, is shown as 5 and under 10, daughter Mary, born 1830 is shown 10 and under 15, and Spencer's wife Mary King, born 1785, is shown as 50 and under 60. (She would have been 55). I have extensive data on the Mullins and Owens families that migrated from Wilkes Co., NC in 1803 to what is now Rockcastle Co., KY and I don't know of any other Spencer Mullins born around 1820 in the area. Can you tell me what page in the 1840 census you found your Spencer?
