    3. TIP #327 - BEFORE SOCIAL SECURITY Before this week's post, I'd like to make a note about last week's tip on County Clerks. This list was supposed to be up-to-date, but PLEASE check the area codes before calling. There have been new area codes added and some changes. I will attempt to re-list the changes, but have been unable to at this time. So - check first and my apologies that some of them are not current! Now, to the topic at hand! I have been asked so many times about Social Security records and what pensions were available before the establishment of the Social Security Administration. I am showing scattered information below, with my source as the Social Security Administration itself as well as my own information. Before Social Security in America. Was help available? Yes - 1. Family. If the family had the means to help, this was normally the first step. 2. Guilds. These dated back to the Middle Ages. Merchants of the same goods banded together and provided a "benefit package" for its employees in times of illness or monetary need; even helping pay funeral expenses. 3. Friendly Societies. These are now called fraternal organizations and the beginning of trade unions. Eventually they began offering life insurance policies to their members. The main organizations were the Odd Fellows, Benevolent and Protective Order of Elks, Loyal Order of Moose and Fraternal Order of Eagles. 4. Poor Laws. This tradition began back in 1601 - differentiating between the deserving and undeserving poor. The Puritans held to this law when they arrived on the American shores. 5. Almshouses and poorhouses. These were unpleasant as a general rule, some residents were required to wear a large "P" to let everyone know they were poor! It was noted that by 1915, about 25% of the government monies supported outdoor relief. 6. Agrarian Justice. Conceived by Thomas Paine in 1795. It called for the creation of a system whereby those inheriting property would pay 10% inheritance tax to create a special fund. Out of this fund, a onetime stipend of 15 pounds sterling would be paid to each citizen beginning at age 21 to give them a start in life as well as an annual payment of 10 pounds a year for those 50 years and older. Remember, people didn't live as long then! 7. After the Civil War: There were thousands of widows and orphans left by the way, as well as disabled soldiers, both north and south. A pension program was created. Known as the Civil War Program, legislation was passed in 1862 for benefits to be paid "incurred as a direct consequence of ... military duty." Widows and orphans could receive pension equal in amount to that which would have been payable to their deceased soldier if he had been disabled and not died. In 1890,any disabled Civil War veteran qualified for benefits. In 1906, even old age qualified one for benefits. By 1910, veterans and their survivors could participate in a program which resembled much the later-to-come Social Security program with over 90% of the still living veterans receiving benefits. The Social Security noted that there were widows still receiving benefits as late as 1999! (young soldier with a very young wife?) 8. Military Pensions. In 1893, $165 millions dollars were spent on military pensions. But, in earlier days, very few received benefits. Confederate soldiers and their families were barred from receiving any benefits! 9. Employer based pension plans. These predated Social Security, but was only provided by less than 2% of the American population. Some larger companies might offer a graduated older worker program, but most were just given a farewell party and the traditional gold watch! The first pension plan for "blue collar" worker was not introduced until 1882 by the Alfred Dodge Piano and Organ Company. 10. Help during the Depression times. As noted, when one thinks of the Great Depression, one thinks of the horrific depression of 1930's. But, there were other depressions before that, just as devastating to the people in America. They were in the 1840's and 1890's. Protests sprang up all over the county Following the outbreak of the Great Depression, poverty among the elderly grew dramatically. "The best estimates are that in 1934 over half of the elderly in America lacked sufficient income to be self-supporting. Despite this, state welfare pensions for the elderly were practically non-existent before 1930. A spurt of pension legislation was passed in the years immediately prior to passage of the Social Security Act, so that 30 states had some form of old-age pension program by 1935. However, these programs were generally inadequate and ineffective. Only about 3% of the elderly were actually receiving benefits under these states plans, and the average benefit amount was about 65 cents a day. There were many reasons for the low participation in state-run pension systems. Many elderly were reluctant to "go on welfare." Restrictive eligibility criteria kept many poor seniors from qualifying. Some jurisdictions, while having state programs on the books, failed to actually implement them. Many of the state-passed pension laws provided for counties within the state to opt to participate in the pension program. As a result, in 1929 of the six states with operating pension laws on the books only 53 of the 264 counties eligible to adopt a pension plan actually did so. After 1929, the States began enacting laws without county options. By 1932 seventeen states had old age pension laws, although none were in the south, and 87% of the money available under these laws were expended in only three states (California, Massachusetts and New York). State old-age pensions were also subject to the vagaries of state politics. In Louisiana in 1937, for example, the Governor issued an executive order cutting the old-age pensions of black citizens in half during the months of June and July as an inducement for elderly black pensioners to return to the cotton fields to help with the harvest. In many places throughout the cotton-belt local officials simply closed the relief offices during the harvest season." 11. State Old Age Pensions. According to the Social Security Administration, 4 changes came to America at this time that deeply affected our citizenry. a. The Industrial Revolution b. The urbanization of America c. The disappearance of the "extended" family d. A marked increase in life expectancy 12. The Stock Market . Many people were lured into the stock market and then came the crash. Investors were enticed with the promise of fast overnight wealth but many did not have the finances to invest. The rich excelled; the poor stayed poor. There were a lot of paper millionaires. When the market crashed, we all have read or been told by our family the results. Millions of people were unemployed, "hobos" wandered the countryside; elderly lived in total dependence. Something had to change. CHANGES IN THE AIR. PROPOSALS... 1. Share our Wealth: Enter Huey Long, Governor of Louisiana 1928-1932; U S Senate 1930. He was called a "radical populist." "He wanted the government to confiscate the wealth of the nation's rich and privileged. He called his program Share Our Wealth. It called upon the federal government to guarantee every family in the nation an annual income of $5,000, so they could have the necessities of life, including a home, a job, a radio and an automobile. He also proposed limiting private fortunes to $50 million, legacies to $5 million, and annual incomes to $1 million. Everyone over age 60 would receive an old-age pension. His slogan was "Every Man A King." The Share Our Wealth program immediately became a movement. Clubs were formed in every state in the nation. By 1935 the movement claimed 27,000 local clubs with 7.7 million members. 2. The Townsend Old Age Revolving Plan. Named for Francis E. Townsend, a doctor from Long Beach, California. In his plan, the government would provide a pension of $200 per month to every citizen age 60 and older. The pensions would be funded by a 2% national sales tax. Everyone could qualify if the person was retired; they were not criminals and, the money had to be spent within the U.S. by the pensioner within 30 days of receipt. 3. Fire & Brimstone - The Union for Social Justice. A radio minister named Father Charles E. Coughlin was the originator of this plan. He mixed his preaching with politics. He offended many people, including Roosevelt, international bankers, communists, and labor unions and he preached against all. He came up with a plan that included, among other things, a deliberate inflation of the currency and the nationalization of all banks. He spoke so strongly against these people and groups named above plus the Jewish population and others, that the Catholic Church censured him. 4. End Poverty in California. Upton Sinclair was a famous novelist and social crusader from California , He was also an avowed Socialist. The Democratic party convinced him to run for governor in 1934 based on his 12-point plan to end poverty in California." He wanted the issuance of scrip currency, the creation of large state-run bartering enterprises, a tax on idle land and floating a large state bond for $300 million. Point 10 of the plan was a proposal to give pensions of $50 a month to all needy persons over 60 who had lived in California for at least three years. There was a state pension plan in operation in California at the time, but its benefits were very low, and the eligibility requirements were so severe that most elderly Californians could not qualify. (This was true of many of the state pension programs around the country.) Sinclair's pension proposal was very popular because in one fell swoop it reduced the minimum age for pensions by 10 years, almost doubled their value, and eliminated restrictive eligibility requirements." 5. Ham and Eggs. Ham & Eggs was the idea of a "huckster" named Robert Noble. It called for the state government (California) to issue special currency called "scrip" that would be paid each week to every unemployed Californian age 50 and older.     1. TIP #325 - THE 1854 WAGON TRAIN TO TEXAS FROM MONROE CO KY

It was during the early fall of 1854 when a small group of Kentucky settlers prepared for their overland journey to the Texas frontier. The caravan of eleven covered wagons left Monroe County, Kentucky and traveled first to Memphis where they crossed the mighty Mississippi River and then on to Little Rock and finally over to Pleasant Valley and Liberty Grove. The entire trip lasted forty five days, with all eleven wagons arriving on November 1, 1854. It was later reported that "all arrived safely and without hostile encounters." The entire Pleasant Valley-Liberty Grove area would later become extensively populated by members (or their descendants) of this 1854 wagon train from Monroe County, Kentucky. Samuel Compton, Benjamin C. Kirby, John R. Kirby, William Kirby, Jessee Nelson and their family members occupied the majority of these wagons. Nancy Barland Nelson, born October 21, 1796 was probably one of the oldest travelers in the group. The Nelson wagons were occupied by Jessee Nelson, along with his wife, Nancy, and their two children, William B. Nelson and Anna Jane Nelson. Anna Jane Nelson had married John R. Kirby while in Monroe County, Kentucky, and William B. Nelson married Daranah F. Armstrong about four years after arriving at Pleasant Valley. William and Daranah Nelson had fifteen children. The John Kirby wagons were occupied by John R. Kirby, his wife, Anna Jane Nelson, and their six children. Their son, Andrew Barland Kirby, married Sarah Ann Ballard, daughter of Ruben Ballard and Eliza Butler; daughter, Sarah, married Blufford Toller; daughter, Julia, married Ezechel Hughes, and daughter, Nancy Kirby, married Lewis J. Ballard. The William Kirby wagons were occupied by William Kirby, along with his wife, Lucinda Fitzgerald and their five children. William and Lucinda's daughter, Lucy, married Oscar Raney; daughter, Nancy, married Neely Ballard; daughter, Kibby, married Charley Tucker, and son, Jim, married Gertrude Sachse. The Benjamin Coy Kirby wagon wasn't occupied with a wife or children. It appears that Benjamin Coy Kirby was a single man upon departure, but wed Elizabeth (Nancy) McDaniel shortly after his journey was completed. Nancy McDaniel was the daughter of William and Polly McDaniel. Nancy's sister Sallie married Harvey Newman; her sister, Emeline, married Harmon Newman; her sister, Mary Clementine, married Smith Bennett Compton, and her brother, John, married Rachel Coomer. Benjamin Coy and Nancy Kirby had a total of five children. Their first child, John M. Kirby, was born the first year after arriving at Liberty Grove. John married Rachel Coomer, the daughter of Lee and Nancy Myers Coomer. Their second child was Kibby Ann Kirby. Kibby married the well known Joshua Lawrence Herring of Sachse. Kibby and Joshua had nine children total. Their fourth child was James William Kirby. James married Levina Coomer, the sister of Rachel Coomer. James and Levina had six children total. Their fifth child was Sarah Kirby. Sarah married James Madison Wells, the son of Glover Wells. Sarah died young and James Madison then married Louisa Ballard. The Compton wagons were occupied by Samuel Compton along with his wife, Keziah Kibby Kirby, and seven of their children. Their eldest son, Bishop, first married Melvina Little and, second, Lenorah Hargrove; daughter, Sarah Jane, married Thomas J. McClain; son, Smith Bennett Compton, married Mary Clementine McDaniel, and son, William Robinson, married Martha Jane Ballard, the daughter of Ruben and Eliza Butler Ballard. Descendants of these early pioneer wagon train members totaled several hundred by the late 1890's.     3. An * indicates a biography accompanied the name. I am unable as yet to find any write-up on the Bell and Caldwell Schools but assume they were also located in Boyle County. Caldwell was later known as the Kentucky College For Women. According to their web site: Centre College opened its doors in the fall of 1820, with a faculty of two and a student body of five. Classes reflected the classical curriculum of the day which included Latin, Greek, rhetoric, and logic. They were held in Old Centre, a building which has been used continuously since Centre's beginning and which today houses the College's administrative offices as well as a Heritage Room and a classroom. Old Centre had been built the previous year at a cost of $8,000. It was designed to hold up to 400 students in the College and also a grammar school. Despite early financial hardships, disputes within and outside of the Presbyterian Church, and six wars (including the occupation of Old Centre by both Confederate and Union troops during the Civil War), Centre has remained open and committed to its educational mission since its founding. The roots of the College, officially chartered by the Kentucky Legislature on January 21, 1819, lie deep in the history of the region. Presbyterians, eager for an educated clergy and educated people to teach their children, were laying the groundwork for the establishment of a college in what was then the Kentucky County of Virginia. At the same time, the Revolutionary War was being fought and the region west of the Allegheny Mountains was being settled out of wilderness. In 1780, the Virginia Assembly set aside 8,000 acres of land for this "seminary of learning." Three years later, a board of trustees met at Tom Crow's Station (still standing as a private home in Danville) to organize the school. Instruction began at the Transylvania Seminary near Danville in 1785. But the seminary fell on hard financial times. Unable to raise proper funding in the small community of Danville, the trustees moved the school to the larger settlement of Lexington in 1788. By 1794, the founding group of Presbyterians, alarmed by what it viewed as secular philosophies invading public institutions, moved to establish a more Christian school near Pisgah, Kentucky. The Kentucky Academy opened in 1795, funded by donations from the faithful. George Washington and John Adams gave $100 each to the new school, and Aaron Burr donated $50. By 1819, the Presbyterians began to realize that they had again lost control of their institution and its board of trustees. Once more they petitioned the Kentucky Legislature for a charter, and Centre College was established. The legislature placed some of its most important citizens in charge of Centre as its first board of trustees. Isaac Shelby, the state's first governor, was its chair. Dr. Ephraim McDowell, a Danville resident who 10 years earlier had made medical history by performing the first successful abdominal operation, was also on the board. (These two leaders shared family connections in addition to civic responsibilities, as McDowell was married to Shelby's oldest daughter, Sarah.) The struggle between the Presbyterians and others, who were eager for a more public institution of higher education, continued beyond Centre's opening two years later. While the Kentucky Legislature gave complete control of the College's board of trustees to the Presbyterians in 1824, it added an amendment stating that "the College shall at all times be conducted on liberal, free and enlightened principles, and no student shall be excluded in consequence of his religious opinions, or those of his parents, guardians or relatives." (Today the College maintains its affiliation with the Presbyterian Church but welcomes students, faculty, and staff of all faiths.) While the first 50 years of Centre's history was a period of preparation and planning, its second phase, from 1830 to 1857, was an era of consolidation and growth. Dr. John C. Young, Centre's president during the later period, found, according to Dr. Ormond Beatty (who served as Centre's president during the latter half of the 19th century), "the College without reputation, without endowment, without students....But, he was young, hopeful and earnest." Dr. Young's qualities and the support of loyal alumni and friends of the College helped Centre advance under his presidency. "Before his death, Dr. Young saw a permanent fund of $100,000 provided for the support of the school," Beatty noted. This occurred along with additions to the curriculum, enlargement of the faculty, and a five-fold increase in the student body. Under Dr. Young's tenure, Centre advanced to a position among the highest-ranking colleges in America. Founded primarily as an institution devoted to training young men for the ministry, Centre has changed throughout its history to keep pace with the educational demands of a growing region and nation. The Kentucky School for the Deaf, also in Danville, was founded in 1824 as the first state-supported institution for the deaf, and in its early years was controlled by Centre's board of trustees. From the 1890's until 1912, a law school was operated at Centre with J. Procter Knott, a former Kentucky governor, as its dean. In 1901, the Central University at Richmond was consolidated with Centre. Danville's Kentucky College for Women merged with Centre in 1926, becoming the College's women's department. (The department maintained a separate campus until the early 1960's when a unified campus organization was formed.) As the 20th century continued to unfold, many of the educational resources of Kentucky and the nation were committed to the establishment and expansion of state-supported land grant universities. These institutions were often vocationally oriented. But Centre remained steadfast in its mission of providing superior education in the liberal arts tradition. In this period Centre's image as a tiny school capable of startlingly large achievements was enhanced by its 1921 football victory over number-one-ranked Harvard (often referred to as the greatest sports upset in the first half of the 20th Century). Also during this period, Centre continued to educate persons who went on to achieve distinction in a variety of fields, many of whom later served as leaders in helping the College further advance its tradition of alumni loyalty and support. Throughout its long history, Centre has been supported and enhanced by its alumni, who have taken positions of prominence and usefulness in a variety of fields. Centre alumni have figured prominently in U.S. history. They include two U.S. vice presidents, one Chief Justice of the United States, an Associate Justice of the Supreme Court, 13 U.S. Senators, 43 U.S. Representatives, 10 moderators of the General Assemblies of the Presbyterian Church, and 11 governors.     3. TIP#320 - OF CHRISTMAS DREAMS This is my annual Christmas message to you, my one non-genealogical post each year. If you wish to reprint this or any of the research tips, permission must be requested. Merry Christmas! It is December 21, 2000 as I write this. The lights are off in the house with the exception of a Christmas tree in one corner of my living room. Outside, our Christmas white lights and candy canes are glowing and revealing a soft coating of snow as it continues to drift from the skies. Freezing rain is on its way which will give the entire vista a magical appearance and yet a dangerous driving condition for our modern world. The cardinals, snow birds, chickadees and other of our feather friends I've been feeding throughout the day are silently nested in the tall shrubs by our house. The squirrel who had been gobbling every piece of corn I'd put out is asleep somewhere. Two stray cats that I have taken pity on are curled up in a box on the carport where I'd put an old blanket. No traffic zooms past the house and it is still once more. It reminds me of my past Christmases. When I count back how many Christmases I have celebrated with my family, it's a mixture of sadness and happiness all wrapped into one. The sadness comes with the memories of how many of our family are not here to celebrate with us as in years past. The happiness at childhood excitement over the arrival of Santa Clause and the most important meaning, the birth of the Christ Child. Recently, on a PBS program, a gentleman was showing old time decorations and explaining traditions of the past. He was so young and spoke of the olden days - days that I enjoyed! Whereas the last couple of Christmas seasons for my annul gift to you was about the settlers, this year it will be one of my memories with a touch of the past thrown in. I basically grew up in the country, or in a rural town with small population. It was the golden times I guess - one in which doors were left unlocked at night and the community knew each other by first name. We were able to sing Christmas carols in school and our classrooms were decorated with paper chains of red and green, popcorn and other handmade ornaments. There was always a Christmas program at school for the parents, as well as one at the church. Christmas carolers were always waited for and it was a special thrill to be one of those frozen, rosy cheeked singers! Santa was never seen except maybe on Christmas Eve or Christmas Day - no malls had he or his helpers in every department. The cookies and milk were left out just as today and the anticipation of what might be under the Christmas tree was just as real. I will never forget THE Christmas. We lived 2 miles out in the country and on Christmas Eve had seen 2-3 inches of snow fall. The next morning when I awoke with great anticipation, my parents told me to go look outside! I bundled up in coat, mittens, galloshes, sweater (remember those days!) and ran out into the front yard. I looked toward the house and lo and behold, on the roof were sleigh marks and little footprints! Gifts for the children were not quite as fancy in those days. I grew up past the age of a lump of coal if I'd been bad, but a perfect gift would be a doll, some oranges, some children's gardening tools, a sled, a teddy bear .... nothing electronic with batteries that needed recharging constantly. Games like checkers, Chinese checkers, Old Maid ... these would occupy us through the winter months. And know what? We were as thrilled as any child could be! The only year I wasn't happy with my Christmas presents was the year I found the secret hiding place and peeked at what my parents had gotten me. That sure took the fun out of it - and they knew it too, I didn't re-wrap the packages very well! My favorite gift of all times was a teddy bear I named Paddy O'Cinnamon. I don't know how many of you remember a 15 minute daily radio program that ran 2 weeks before Christmas up until Christmas eve day called "Paddy O'Cinnamon, the Cinnamon Bear." I loved that show and "my" Paddy is still with me at age 57 and showing every bit of his age. I was thrilled a few years back to find a tape of that show which I listened to after all these years with my girls who are not quite toddlers anymore, but who loved it too. So, in this Christmas season, take time to tell your children or grandchildren of your Christmas memories. Tell them of presents you remember, customs your family celebrated, funny things that happened, meals you enjoyed. We have always had certain customs of our own - simple things but it is the simple that can be the most beautiful. Our tree always goes up on Thanksgiving Day and comes down on New Year's Day. If we don't have snow on the ground, we have "magic snow" on Christmas morning. If you would like to know about magic snow, write me privately, many of my friends have used this technique with their younger children on snowless days. We always made our own decorations for the tree in addition to the "store bought" variety. Now when my youngest daughter married last year, she was allowed to go through the decoration boxes and pick her favorite decorations to start her own Christmas tree. Sometimes she chose the plainest of decorations because it reminded her of a time, a place, a person or an event that meant a lot to her. No matter where you live, or if you don't celebrate Christmas, it is so important to have a special time and a special way to celebrate an event. Sometimes this is by telling our descendants of our lives, or even stories that we have read of customs in other times and places. We have celebrated Christmas in the snows of Illinois and Missouri, to the Dallas area. Even at 5,000 feet on a mountain top 50miles outside of Tucson with Christmas lights shining from cactus (carefully!) and being able to be seen for miles ... to our beloved Kentucky. We've made memories, adjusted customs, added traditions; taking something from everyplace we've lived. It doesn't matter if there is one present under the tree or none - Christmas is love, is sharing, is loving. Our Christmas celebration will be small this year as our family circle narrows, but when I look out my front window and look out on the soft white stillness - I can still remember not only the Christmases of my past, but wonder how our settlers saw December 25th 200 years or so ago. With candles on their trees, lit only on Christmas eve, with homemade gifts of aprons, shirts, knitwork, oranges and apples ... they made their memories too. Merry Christmas to all of you.     3. Centre College, located in Danville, Boyle, Kentucky was founded by Kentucky legislature January 21, 1819. The first main building was completed in 1820. Lewis W. Greene, from the first graduating class in 1824 became it's president and served from 1857 until his death in 1863. William L. Breckinridge was president from 1863-1868. During the Civil War, the student body decreased with only seven graduating in 1863. Confederate soldiers occupied the Old Centre and later Union soldiers. During the next series of posts, graduates of Centre College will be shown in year order. If a student didn't graduate, there is no record. Junction of US 60 and KY 180, ¾ mile N of I-64, 4 ½ miles SSE of Ashland. Name exists back to 1840 - presumably when in 1836, Jeremiah M CANNON bought land here. Post Office opened in 1839, John COLCIN post master; name changed from Cannon to Cannonsburg in 1850. PO closed 1932. CANOE: Breathitt Co. On KY 1877, 7 ½ miles SSW of Jackson. PO opened in 1891 as CANON FORK. William Little, PM. Became Canoe in 1894. CANOE FORK: See above. CANTERBURY: Lawrence. See Buchanan. CANTON: Trigg Co. 7 ½ miles SW of Cadiz. Early settled in 1799 with a party including Abraham BOYD, from NC. Town first named BOYD'S LANDING when PO opened in 1820, George A. Gordon pm. But changed to Canton. CANYON FALLS: Lee Co. Post office extinct, was the location of a church and mission school on KY 708 and Bear Creek, 6 ½ miles E of Beattyville. First known as CARTERS CHAPEL. In 1909, Andrew J. Bowman became post master, named town for local canyon and falls. Falls no longer exist. CARBON GLOW. Letcher Co. No current post office, 7 miles NW of Whitesburg. Was an early coal camp, named for the coal company. PO opened in 1908 with William CAUDILL (named for David CAUDILL); moved up the road and opened in 1926, named possibly for carbon.     3. TIP #311 WHY ARE THERE SO MANY COUNTIES IN KENTUCKY AND COUNTY COURT DAY If you think about it, Kentucky has an lot of counties - 120 of them, being beaten out only by Texas and Georgia. Why did the State Legislature decide on so many for a state the size of Kentucky? They thought it would ensure that every resident of the state would be no further than a one day's journey from a county seat! Plus, if a citizen of a county didn't like what was going on with the local politics in their county, given enough backing and signatures, he could petition the State to create another county. Now, if by hapchance, that man's land just happened to be picked as the county seat of the new county, up went the property value! Finally, after the Civil War, people in Kentucky were getting quite upset at the creation of a county every time they turned around and by 1891, the State Legislature limited the ability to establish counties. Only one county was created after that time. As noted in the Kentucky Encyclopedia, Kentuckians are fiercely loyal to their county; it is more like a large community or town. This is the first state where I have resided where if you lived in the city, it is considered the city; but if you live in the country - here it is referred to as living in the county. The county was the most important part of Kentucky; everything centered around it and its activities. The Justices of the Peace in each county were responsible for minor judicial and law enforcement powers and formed courts and appointed most of the other county officials. The courts in turn could set the tax payments, handled will probations; took control over guardianships; saw to the development and maintenance of the county roads, heard cases involving illigetimacies, set the tavern rates and restrictions, took care of the poor of the communities - in other words, most of the day to day business affairs of the county. If was a normal circumstance for the senior Justice of the Peace to become sheriff and he served a two-year term. When a new Kentucky constitution was formed in 1850, the county judge office was created; he designed to preside over the county court when it was transacting business. The justices of the peace still sat in on the court of claims. Voters, in 1850, also elected all the county officers. The County Clerk's title was one sought actively as in the richer counties, this could be a very well paid position. The County Coroner position was created and many men were elected to this office even when many had no medical experience at all! And one old position almost faded into obscurity - that of the county surveyor. A special occasion should be noted here than many readers might remember in Kentucky - County Court Day. It is said that this day originated from the English county fairs and local government. Virginians brought the custom to Kentucky. Since the Justices of the peace were originally charged with the responsibilities shown above, County Court Day developed approximately when the voters of the state were allowed the responsibility of electing the county officials. County Court Day was a time when the citizens who had business at the county seat liked to come into town with their families and the day soon became also a day for people just to get together and catch up on the latest news. Later, the day also became a time for horse races and various athletic contests. Special events included most of the family including sledge throwing, bar heaving, foot races, plus just rough and tumble fighting. While all this was going on - the judges were on the bench hearing cases! During the second quarter of the 19th century, more events were added. It became also market day. Farmers would bring in all their livestock, farm produce and handcrafted materials to sell. Sadly to say, this also became a day to purchase slaves. Most courthouses had a place around the square or near the courthouse known as the slave block where the slaves were auctioned off. With all these activities going on: games, contests, races, slave selling, livestock and produce selling, this quickly became THE day of the year when the county folks would come into town and someone else soon took note of this. Much like the events of this current time of the year, the politicians saw a captive audience! Men appointed by the politicians would "work the crowd" - many times promising a big pot luck dinner or burgoos for anyone who would gather at a certain spot and listen to what the current candidate had to say. And, to add to the din and excitement, many counties, including the county where I live, Barren County, Kentucky, added the sale of mules. This was also called in some areas "Jockey Day". Mules were much needed and treasured by farmers as work animals and to add a little more clutter, mules were paraded around the squares with a stand where the auctioneer would sell the mules. Picture for just a minute what the little county seat towns would have been like in those days. The courthouse, a small log structure in the center of town, with the judges and county justices sitting in session. No air conditioning in those days, so the windows and doors likely open for a cool breeze even in the fall months. Citizens who were there for court business, dressed in their very best homespun clothes working their way towards the courthouse, making their way through the clutter of people and animals. The streets, not paved, would have been about a buggy wide or so, rutted, muddy if the fall rains had started. At one end of the square, an auctioneer auctioning off slaves who were standing their proudly despite their servitude, praying for at least a good master who might not sell off his wife or children to one man and he to another. Stripes possibly on his bronzen back from years of serving with a not-to kind master. Along another side of the square, mules and horses being auctioned off with the menfolk comparing the age, teeth, strength, legs of a horse they were considering buying, or a mule strong enough to pull a plow. Mothers keeping their children in tow so they wouldn't get trompled with the hooves of the nervous animals as they are paraded around for viewing. On the next side of the square, most of the womenfolk had gathered, selling their potatoes, corn, beans and other produce likely off the bags of their wagon. The grandmothers might have been seated on the wagon bed, proudly lining up in baskets the fruits of their gardens proudly, with the children perhaps fetching the chosen food or goods from the grandmother and taking it over to the purchaser. Women comparing their fruits and vegetables or handmade goods with the lady at the next wagon, commenting to herself or passerby's that HERS was much better, much fresher and oh so much tastier. And on the last side of the square, a roped off area possibly for the games of chance and skill. Here were the young, robust young men, too young to be worried about the horses and the mules, too macho to wander through the produce sections ... here they could show off their strength and muscles to an admiring crowd of shy young ladies who might have ventured from their mother's sides to see who would make a suitable beau. The laughing, the squealing, the applause rang through the square making it difficult for the auctioneers to be heard. Then, one of the streets leading off the square was likely chosen for the horse races. It is said that Race Street in Glasgow was THE racing spot in Glasgow, with laws passed later on forbidding the horses to be charged down the street endangering life and limb. Or, possibly, they had a course laid out on the outskirts of town - remember most towns were only several blocks wide and deep and the rest would be farm or timber land. Lastly, the politicians! Can you imagine one of his helpers quickly erecting a make-shift stage area and hustling all the willing listeners (who can turn down a barbeque?) to a clear spot where they would stand somewhat impatiently, waiting for the politician to either run out of ideas or voice, while smelling the aroma of the potlick awaiting them? And, I would imagine the moonshine or other alcohol were there too causing great distress to the sheriff and jailer and they walked or rode through the crowds trying to keep some semblance of peace and order?
