I know you've probably looked into these sources as well, but I thought I'd try another suggestion or two just in case: Did you by chance check into Buchanan County, VA or the other surrounding counties? Based on my families... they moved back and forth across the border. They were born in one state, married in another and appear on the census for different years in both. If she died after 1920, there has to be a death certificate for her somewhere. Perhaps she lived long enough to have a social security card? (I forgot the date of her death). One other thought.... she didn't revert back to her maiden name or remarry before she died did she?
